Smart Development Zoning Codes

CODE ASSISTANCE TO OREGON CITIES, VARIOUS CITIES, 1999 TO
2005.
 
Using the Department of Land Conservation and Development’s (DLCD) Model
Development Code and User’s Guide for Small Cities, Chris led the Angelo Eaton &
Associates efforts to work with local communities to develop land use code chapters
that emphasize design standards, mixed-use zones, and other measures to encourage
efficient use of land and human-scaled development.  Chris lead local staff and
Advisory Committees to develop code chapters that incorporate local zones with
streamlined, easy-to-administer land use codes and balances local practices and
concerns with “Smart Development” principles.

















CASCADE STATION PLAN DISTRICT, PORTLAND, OREGON,
1999, 2001, 2005

In 2004, the City of Portland requested help from Chris to revise the city's zoning code
text.  In 1999 she worked with a diverse group to create the original code text for the
proposed mixed-use development at the Portland International Airport.  Chris was the
primary author of the Plan District that was adopted as part of Portland’s zoning code.  
The project was a unique development opportunity and finance vehicle to construct
the 5.5 mile light-rail line to the Portland International Airport.  The $180 million
light-rail project became operational in 2001.  

The Plan District contains innovative ways to calculate development capacity by
capping P.M. peak hour trips per allowed use.  In 2001, Chris was brought in by the
same team members to revise the Plan District due to a change in the project design.

COMPREHENSIVE PLANNING

CITY OF BEND ULTRA (USE OF LAND FOR TRANSPORTATION
ALTERNATIVES), BEND, OREGON, 2002-2003
Chris led a multi-disciplinary team to help the city and citizens of Bend create an
integrated plan for land use and transportation issues on the west side of the city.  The
project was initiated by a settlement agreement between the city, developers on the
west side of Bend, and community land use advocates.  The team conducted a four-day
charrette to engage over 400 public participants in a lively discussion about the land
use and transportation patterns for the next twenty years in Bend’s fast-growing west
side.  The project team included transportation and transit expertise from Kittelson
and Associates, Inc. and nationally renowned urban design and charrette experts,
Lennertz Coyle and Associates, as well as Seth Harry, an architect who understands
the relationship of land use and transportation on retail development.  Products
included:  
  • Framework Plan outlining the Neighborhood Centers hierarchy
  • New street design and cross sections for corridors
  • Potential Transit routes and transit nodes
  • Updates to the City’s Pedestrian and Bicycle Network maps
  • New land use designations and development standards that support future transit
  • Analysis of new land use measures for evaluating future      transportation
    projects
  • Consensus on prioritized list of future transportation improvement projects
  • Suggestions for new Zoning Code language to implement concepts.

FUNCTIONAL PLAN COMPLIANCE PUBLIC WORKSHOPS, CITY OF
HILLSBORO, OREGON, 1999
Chris assisted city of Hillsboro staff in presenting to the community a set of almost 60
proposed amendments to the City’s comprehensive plan and land use ordinances
necessary to comply with Metro’s Functional Plan requirements.  Chris created a
workshop format, public communication materials, and developed a PowerPoint
presentation and related handouts reviewing the Metro Functional Plan, its
components, and discussing the City’s code amendments.  Chris presented the
information to the community at four open houses.  Working closely with city staff, she
facilitated the question and answer portions of the workshops.
